Management of the Asia LEDS Partnership Secretariat to Transition from USAID Low Emissions Asian Development Program to ICLEI – Local Governments for Sustainability
The USAID Low Emissions Asian Development (USAID LEAD) Program, implemented by ICF International is currently providing Secretariat services in support of the Asia LEDS Partnership (ALP). After a full and open competition, USAID LEAD is pleased to announce that management of the ALP Secretariat will gradually transition from USAID LEAD to ICLEI – Local Governments for Sustainability.
In April 2015, USAID LEAD issued a public Consultation Request to seek information from organizations/firms interested in providing Secretariat Services for the ALP, and received expressions of interest from 29 organizations/firms. Then, a Request for Proposal (RFP) was issued to all organizations/firms that met the stated eligibility criteria. Specifically, USAID LEAD required an organization/firm to which to transition the systems, roles, and responsibilities that it implements as the current ALP Secretariat, in order to enable Secretariat operations to continue following the end of the USAID LEAD program in September 2016. From the 16 organizations/firms that met the eligibility criteria, 14 organizations/firms submitted a response.
USAID LEAD has completed its review and analysis of all submissions resulting from the subject solicitation in accordance with the evaluation criteria, and has made an award to ICLEI – Local Governments for Sustainability, South Asia (ICLEI) in an amount equivalent with 232,448 USD in INR (India Rupee) to provide Secretariat services for the ALP.
The ALP is looking forward to working with ICLEI for a smooth, gradual transition, ensuring the ALP remains an effective regional and global partnership for years to come and advancing the development of country-led and country-specific strategic plans to promote economic growth while reducing GHG emissions—without causing trade-offs to other environmental pressures—in the Asia region.
